Loki, true name "Lagoon Loptr", is one of five Black Hunters in the Kingdom of Vale and the most active. With three others mostly back at HQ dealing with paperwork and politics and one being on the lookout for potential recruits, Loki is the main one currently on the field in Vale. As a Black Hunter, he is frequently out and about at night, looking out for Illegal Hunters, Hunters who have forgone their oath of protection and peace-keeping, while in the day, he poses as Joker, a bartender at one of Hei Xiong's many clubs, where he can easily overhear many juicy pieces of information regarding criminal activity in the area.

Loki's most distinctive trait out of the Black Hunters is his carefree, laid-back nature. He rarely takes anything very seriously and is a compulsive joker and prankster. His sense of humor is unusually in constant flux, for he can be up for some good old self-depreciation in one moment, goes into black humour in another, before giving a deadpan snark in the next. He is also a heavy liar and loves to mooch things he want off random strangers and colleagues.

Compared to Emerald, who steals via good old pickpocketing, Loki smoothly convinces his targets that he needs their stuff more than they do and makes them willingly give it to him. His personality can easily warp to match the image needed to convince his victims, making him seem like a homeless man in one turn of the head, before another turn gives you a grumpy police officer who is in desperate need of coffee. In the end, however, as a Black Hunter, Loki has no moral problems with killing Illegal Hunters, but remains an upstanding citizen otherwise and secretly pays back whatever he has taken, though his fellow Black Hunters are often the source of said compensation.

Weapon[]

Loki's weapon is simple: a bow composed of two curved katanas, each making up one arm of the bow. The string that connects the two blade tips to form the bow-string remains even when the weapon is in its dual-katana mode, extending out so that it can be used to trap Loki's opponents in between strikes by secretly weaving the near-invisible string around his opponents. If the string gets in the way, a switch on the hilt of either katana can detach the string from the respective blade.

With the bow, Loki uses a large variety of dust-tipped arrows, ala-Green-Arrow, with the arsenal available to him restricted in three stages. Stage 1 is meant to be used in 1v1 or long-ranged individual takedowns, so that he does not cause too much collateral damage. This stage consists of long-ranged arrows with the kinetic and piercing power of anti-material sniper bullets that can break through Aura and Semblances, arrows that fire out electric, fire or ice nets and normal arrows of various elemental effects. Stage 2 is to be used in group fights or against Grimm. It is made up of arrows that can split up into numerous homing bolts of elemental energy, explosive arrows that act like many types of grenades (smoke, frag, thermal et cetera), and trap arrows such as mines. Stage 3 is for engagements that require extreme firepower, such as facing a Goliath or an Atlesian Paladins. It has one type: bunker-buster arrows, with anti-material properties and the explosive power enough to level a four-story block from the top.

Abilities[]

As a Black Hunter, Loki has been trained since a young age to deal with normal Hunters and his capabilities revolve around taking such people down, rather than Grimm. He is far more graceful and elegant in movement and fighting style than most (since they would be his potential enemies), easily redirecting attacks from multiple fronts while retaliating simultaneously. He also has an extreme sharp-shooting sense, capable of taking down multiple targets from 400 meters away in a matter of seconds, a huge feat given his use of a bow. His close-quarter combat is also just as quick and efficient, striking at combat-important parts of the human body, such as tendons and joints, before going in for a heart-or-brain-destroying finisher.

What most makes Loki most suitable as a Black Hunter is his Semblance, "Whole Lies". The moment Loki tells a lie to his opponent and they wholeheartedly accept it without any doubts, he then can tell them the truth, starting with the activation phase "I lied.". When these conditions are met, for each lie he told the truth of, Loki gains a new ability to use against the opponent he specifically lied to for twenty minutes. He can have up to four abilities accumulated against an opponent in that period, each more powerful than the one before it.

1. True Counter - This ability allows Loki to, a second after being attacked by an opponent, strike back with the force and energy of the attack plus his own. This ability has two conditions: the attack must be a physical one, so non-physical Semblances like Weiss' Glyphs don't count, and Loki must be able to read and counter the attack normally in the first place. The damage from his enemy's attack has to be avoided via his own capabilties, though his success does not affect the usage of True Counter.

2. True Strike - This ability allows Loki to attack with an 'sure-hit' attack every 10 seconds. Every time an enemy manages to dodge or block a strike, Loki can use this ability on said strike. The ability makes him instantaneously shift back into a suitable attacking stance to attack his enemy again without delay. This process will repeat infinitely until he hits and if the enemy keeps dodging for 10 seconds, then he gives Loki the chance to activate True Strike again before the first one was fulfilled. When this happens, Loki seems to split into two 'ethereal' selfs and both will attempt to attack at the same time, each under the reversal process of True Strike. The number of selves increase as more accumulate. Damage to the enemy, no matter how minor, is needed for True Strike to be fulfilled. When applied to arrows, the individual arrow under the effect will keep 'respawning' from various angles until it hits.

3. True Speed - This ability allows Loki to add his opponent's speed to his own, making him essentially always faster. This is most effective with his arrows as it makes them near-undodgable. Furthermore, when combined with True Strike, True Speed makes it near-impossible to 'trick' True Strike by allowing a scratch. Instead major damage is almost guaranteed.

4. The Truth - A mental-physiological ability that goes beyond the twenty minute limit, it, once achieved, places Loki's opponents into an eternal catatonic state instantly and without fail. Whatever is going through their minds as they fall down screaming remains unknown to Loki, though some of their mad cries seem to imply that they are being shown the true monstrous nature of their crimes, which is further supported by the fact that those who are mostly innocent simply fall over and soon wake up after a day or two.

To achieve the first two levels, Loki has a common strategy: his codename Loki is the first lie, since most criminals are told that it is his real one. He thus tells them his real one to activate the first level. The moment they notice True Counter and question it, he explains to them that telling them his true name is "the condition of his ability". This is, once again, a lie and most mooks would swallow it whole. He can even tell a third one by saying that "My Semblance is True Counter". This gives him opportunities to go up to the third ability. He can even plant lies while in his disguise as Joker, allowing him to make use of them in a later date.

Given the activation requirements of his Semblance, Loki cannot fight at full strength against Grimm, who completely ignore his words rather than even consider them, making Whole Lies ineffective. This weakness can even apply to the most deranged of madmen, though most of the time such people would not be much of a challenge with Loki's basic abilities. Thus, Loki was never cut out to be a Hunter, resulting in him since his first Hunter school being funneled into the Black Hunters.
